Bid Description:

The Otay Water District (District) will require the professional services of an engineering and
environmental planning firm for completion of the 2022 Water Facilities Master Plan Update (Project). The Project includes a comprehensive potable water and recycled water master plan, supplemental environmental impact report, and as-needed asset management.

The general scope of work for the Project includes, but is not limited to, the following:
• Research, analyze, and compile data
• Prepare Population and Water Demand Projections
• Prepare Land Use Projections
• Hydraulic Modeling
• Prepare detailed Capital Improvement Plan
• Document all Work in the 2022 Water Master Plan Update Report
• Prepare Supplemental Environmental Impact Report
• As-Needed Asset Management

Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of Qualifications (SOQ) to Jeff Marchioro, P.E., at jeff.marchioro@otaywater.gov. If a firm has submitted a SOQ to the District within the calendar year and the qualifications remain current and accurate, then only a Letter of Interest is required.

Consultants must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1 (a)]. If a consultant submits a proposal, but is not registered with the Department of Industrial Relations, their proposal will be considered unresponsive.  Deadline to submit LOI and SOQ will be at 4:00 PM, Thursday, May 27, 2021. Request for Proposal (RFP) materials will be e-mailed to qualified firms on Friday, May 28, 2021. All questions regarding the consulting services should be referred to Jeff Marchioro via e-mail prior to issuance of the RFP.

Geotechnical Engineering Consulting Service

Bid Description:

The Otay Water District (District) will require the services of a geotechnical engineering consulting firm(s) to provide professional services in support of the District’s Capital Improvement Program (CIP) for a period of three Fiscal Years (FY 2022 – FY 2024) on an as-needed basis, for a not-to-exceed amount of $175,000.

The services may include, but not be limited to, the following:
geotechnical investigation and reporting, engineering geology, construction material testing, hazardous material evaluation and testing, and other related work in accordance with the regulations and standards of the state and local agencies.

In compliance with SB 854, all Consultants and Sub-Consultants shall be registered with the CA Department of Industrial Relations (DIR). Proposals from consultants not registered with the DIR will be considered unresponsive. Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of Qualifications (SOQ) to Kevin Cameron at kcameron@otaywater.gov. If a firm has submitted a SOQ to the District within the last two (2) calendar years, and the qualifications remain current and accurate, then only a LOI is required.

Deadline to submit a LOI and SOQ will be at 4:00 PM, Thursday, May 27, 2021.
Request for Proposal (RFP) materials will be e-mailed to qualified firms on Wednesday, May 28, 2021. All questions regarding the consulting services should be referred to the Project Manager, Kevin Cameron, PE, Senior Civil Engineer, at kcameron@otaywater.gov prior to issuance of the RFP.
